Call for Investors for the Ecosairila Solar Power Plant in Mikkeli, Finland

An industrial-scale energy community is being developed in Mikkeli, Finland, with the first phase covering approximately 10 hectares.

The City of Mikkeli now invites interested parties to discuss the upcoming investment in the solar power plant in the Ecosairila area.

We are looking for those interested in investing in and operating the plant, as well as supplying the electricity generated to the City of Mikkeli under a long-term Power Purchase Agreement (PPA).

The City of Mikkeli is preparing for the implementation of the solar power plant in the Ecosairila industrial area through a PPA model, where a selected operator will construct and operate the plant, and the city commits to purchasing the electricity generated under a long-term contract. The solar power plant is intended to be part of the industrial-scale energy community planned for the city-owned property.

Market Dialogue Announcement

During the market dialogue we will present the project and its preliminary implementation model options and facilitate bilateral discussions regarding various aspects related to the project’s execution. The aim of the market dialogue is to gather insights, proposals, and feedback from market participants regarding the project’s implementation.

Interested investors/operators/consortia may book a private meeting with the participating procurement units and KPMG experts by sending a request to ilkka.liljander@mikseimikkeli.fi. The subject line of the email should read “PPA Market Dialogue.” Requests must be submitted by 06 November 2024.

Meetings are scheduled for week 46 on Tuesday, 12 November from 12:00 to 16:00, Wednesday, 13 November from 08:00 to 11:00, and Monday, 18 November from 10:00 to 16:00. Initially, 1.5 hours will be allocated per meeting. The meetings will be conducted via TEAMS.

Solinvest Oy Plans Solar Power Plant and Battery Storage in Haukivuori, Finland

Solinvest Oy is expanding its operations in Mikkeli. The company has secured a plot from the City of Mikkeli to develop a new solar power plant. The reservation right covers an area of 57.7 hectares at Viitakangas, located in the Ropolansuo area of Haukivuori.

The company also holds a lease for an eight-hectare area in Ristiina, where a solar power plant and battery storage units will be constructed over the coming year.

A public tender was held for the Viitakangas land reservation in the Ropolansuo area of Haukivuori. On 15 October 2024, the City of Mikkeli decided to grant Solinvest Oy the reservation rights for the planning and implementation of the solar power plant.

The reservation period is 12 months, which may be extended for an additional nine months with a separate notification. A 45-year land lease agreement will be drawn up during the reservation period, during which the land rent will also be reviewed. The holder of the reservation rights is entitled to conduct surveys on the area’s environment, buildability, and other conditions. The costs of these surveys are the responsibility of the reserving party. The project requires a planning requirement decision due to the lack of a general or detailed plan for the reserved area.

The City of Mikkeli and development company Miksei are strongly committed to promoting green transition and renewable energy projects, as society increasingly electrifies.

“It is important that we can meet the challenge of the green transition by creating opportunities for renewable energy projects in Mikkeli. It seems that significant solar energy production areas are being established in Northern Mikkeli and Haukivuori,” says Topiantti Äikäs, Director of Land Use and Urban Planning for the City of Mikkeli.

According to the city, Solinvest Oy has demonstrated potential in planning and executing renewable energy projects through their project in Ristiina.

“Solinvest has good expertise in renewable energy production. The company is doing the right things and has a responsible approach to implementing green transition projects,” Äikäs adds.

Solinvest Oy became interested in the Ropolansuo area through their project in Ristiina. The company’s goal is to establish long-term partnerships in the Mikkeli region.

“Effective collaboration with local stakeholders facilitates the development of our business,” says Miika Korsman, Development Director at Solinvest.

The company values the preliminary surveys conducted in Mikkeli, which have identified suitable areas for solar power plants.

“It is beneficial that a solar power plant and battery storage can be located in an area not suitable for other uses,” Korsman emphasises.

Solinvest Oy is planning to develop a solar power plant and battery storage in the Ropolansuo area on a much larger scale than in Ristiina.

“The use of the area will be maximised, but the scale will be determined after further investigations,” Korsman confirms.

Solar power area is available for rent in Mikkeli, Finland

The parcel of land located in Haukivuori, Mikkeli, spans approximately 57 hectares and will be exclusively allocated for solar power use. The city of Mikkeli will select an operator to whom it will grant a reservation for the parcel through a bidding process.

The winner of the bidding process will be granted a free of charge reservation of the land for up to 18 months during which time they have the opportunity to enter into a 45-year lease agreement. The reservation decision will be made by the Director of Land Use and Planning.

The bidders will specify their proposed rental price in €/ha/year. The base price is set at €408 €/ha/year. Price will account for 80% of the evaluation criteria.

In addition, bidders are required to provide a description of their financial capability to execute the solar power investment, the expertise and experience of their specialists, company references, and an implementation plan. These factors together form the qualitative evaluation criteria, which will account for 20% of the overall evaluation.

Bids should be submitted electronically via Cloudia competitive bidding system. The deadline for submission is September 30, 2024, at 15:00.

Nordic Generation Oy leases a solar power area from the City of Mikkeli

Solar power plant investment moves forward in Mikkeli: Nordic Generation Oy leases a solar power area from the City of Mikkeli. The leased area enables constructing a power plant of up to 100 MW. The Suursuo power plant could generate electricity as early as 2026.

The City of Mikkeli and Nordic Generation Oy have entered into a land lease agreement which enables the implementation of a large-scale solar energy investment. The city has made an official land lease decision. The parties will sign the lease agreement after the appeal period has expired.

The area leased is close to 130 hectares and is located some 18 kilometres north-east of the city centre on a land owned by the City of Mikkeli.

The Suursuo power plant could generate electricity as early as 2026, says Marko Salmela, CEO of Nordic Generation Oy. How the solar panel solutions will be implemented is under planning. Also, the environmental and nature studies required for consents are underway.

– We can build a power plant up to 100 MW in the leased area. We will know the final scope of the project as planning goes forward. Furthermore, we are interested in leasing more land from other landowners. Electricity transmission capacity is well available in the area as both Fingrid’s transmission grid and Visulahti substation are relatively close, explains Salmela.

– The City of Mikkeli will lease the area for 45 years. The leased area is partly a swamp area and we have assessed the importance of the area for forestry as negligible, says Topiantti Äikäs, Director of land use and planning of the City of Mikkeli.

Several solar power projects have started after suitable land was found in Mikkeli area last year. Professionals from the development company of the City of Mikkeli, Mikkeli Development Miksei Ltd. played a part in identifying suitable sites for solar power, marketing the sites to solar power companies, and helping the companies to move forward.

– This project increases the role of the Mikkeli region as a nationally significant producer of solar energy and will help new electricity-intensive businesses to locate in the region, says Jussi Heinimö, Programme Director at Mikkeli Development Miksei Ltd.

The Mikkeli region has plenty of areas suitable for solar power production. The main power grid that runs through the city allows solar power plants and other electricity-intensive businesses to connect to the grid.
