When requirements, necessary studies and plans have been reviewed in advance, the application can proceed without significant requests for additional information. This can considerably reduce processing time.
“When the groundwork has been done properly, processing the permit is straightforward for the authorities,” Valjakka says.
Multidisciplinary cooperation supports major investment projects
Data center projects are demanding in terms of both scale and technical complexity. They require close cooperation between different authorities and careful planning in areas such as fire safety, logistics and the impact of large buildings on the surrounding urban environment.
In Mikkeli, major projects are reviewed by a dedicated permit team. Rescue and environmental authorities are also consulted when required.
“Fire safety, for example, is reviewed carefully together with the rescue authorities. Emergency access routes must allow the site to be approached from different directions,” Valjakka explains.
Clear responsibilities within the building control authority also support efficient processing. While inspectors have their own areas of responsibility, major projects are handled in close cooperation.
Quality and regulation guide the process
Data centers are subject to the same building regulations as other construction projects, although their level of technical complexity is often higher. Their size and technical requirements place particular demands on areas such as fire safety and cooling systems.
“These are often very large buildings that also have an impact on the urban environment. Facades, building massing and the integration of technical solutions therefore require careful planning,” Valjakka says.
Finland’s new Building Act has introduced changes to building permit procedures, although most simplified procedures apply to smaller projects. For major developments, the authorities may require additional technical documentation before making a permit decision, including fire safety assessments and statements from other relevant authorities.
Finnish legislation sets a statutory processing time limit for building permit applications. For particularly demanding projects the time limit is six-months, but in Mikkeli the process is usually considerably faster.
“At best a building permit can be processed within a couple of weeks when the project has been carefully prepared, the plans comply with regulations and the application includes all the required documentation,” Valjakka says.
“Statutory procedures, such as consulting neighbouring property owners and obtaining statements from other authorities, will naturally add to the processing time.”
Building control continues throughout construction
The building control authority remains involved from the early stages of a project through to the final inspection. After completion, responsibility for the condition and use of the building transfers to the owner.
The authorities retain their statutory supervisory role and may intervene if deficiencies are identified.
“The project owner has overall responsibility for ensuring that the designers and site management fulfil their duties appropriately. The authority ensures that professional qualifications and processes meet the required standards,” Valjakka concludes.
